Normal webhooks can now use link buttons in their messages if they use the
?with_components=truequery param. To avoid a breaking change for requests containing invalid components for webhooks, thecomponentsfield is still ignored for non-app-owned webhooks unless they set that query param.discord/discord-api-spec@5c02e8a
