There's a lot of good stuff in here, but I added a couple of TODOs and there's a little work to be done (probably by me) before it's good to merge. But I'm confident this will broadly make it!

Yep, there are still 4 sections unmerged, as shown in the checklist above.

But as you can see, I've been reformatting changes a few at a time and merging them via other PRs. So this isn't really what a PR is supposed to be used for.

I'll remake this as an Issue where we can track it a bit more sensibly.
