Summary

Refresh provider catalogs, identities, discovery, authentication, and transport contracts for GitHub Models/Copilot, Devin, Kiro, and Claude Web.

The Antigravity/AGY work previously carried by this PR has been fully extracted into focused Draft PR #8013. This branch contains only the remaining seven provider and quality commits.

Area Final scope
GitHub Models / Copilot Refresh curated catalogs, preserve embedding IDs, route model families through compatible request formats, and harden discovery and health checks.
Devin Desktop / CLI Replace the retired public Windsurf provider with Devin Desktop while sharing the supported non-BYOK catalog and token lifecycle with Devin CLI.
Kiro Align native IDE headers, regional runtime and control-plane selection, account-scoped discovery, model metadata, and reasoning handling.
Claude Web Split session, payload, direct transport, bounded browser fallback, and strict SSE processing into focused modules with sanitized failures.
Quality and docs Restore affected quality gates, update generated/catalog-derived documentation, and add direct regression coverage for the changed paths.

Rebase and extraction result

  • Rebuilt on the current release/v3.8.49 root 577bbf3e4.
  • The branch contains 7 commits and is 0 commits behind that root.
  • Removed both Antigravity commits plus every Antigravity-dependent follow-up hunk from later commits.
  • Preserved all seven non-Antigravity commits.
  • Regenerated the provider reference and provider translate-path golden snapshot against the combined upstream + PR catalog.
  • Renumbered the Devin Desktop migration to 133_windsurf_to_devin_desktop.sql; upstream now owns migration slots 131 and 132.

Compatibility notes

  • Migration 133 moves eligible Windsurf provider settings to Devin Desktop while retaining collision safeguards and historical provider records.
  • Migration compatibility now rehomes previously applied 131_windsurf_to_devin_desktop markers to 133. This frees upstream migration 131 (proxy_subscriptions) and allows migration 132 (proxy_subscriptions_meta) to run instead of being skipped.
  • Earlier PR builds that placed the same Devin migration at versions 123–128 are also reconciled to 133.
  • Upstream-required Windsurf compatibility strings remain internal to the Devin protocol; the public provider identity is devin-desktop.
  • Claude Web keeps direct transport as the default. Browser fallback is limited to recognized challenge responses, malformed/oversized/unordered/premature SSE streams fail closed, and the current upstream toolCalling: false contract is preserved for every static Claude Web model.

Validation

Passed on the final rewritten branch:

  • Focused migration + provider golden suite: 39/39
  • Changed unit-test set: 441 passing; the sole failure is an upstream documentation reference to the nonexistent src/lib/db/migrations/123_proxy_subscriptions.sql in docs/proxy-subscriptions.md (the same reference is present at base commit 577bbf3e4)
  • npm run lint
  • npm run typecheck:core
  • npm run check:docs-counts
  • npm run check:migration-numbering
  • npm run check:tracked-artifacts
  • git diff --check

npm run check:docs-all reaches the same upstream docs/proxy-subscriptions.md filename error after all PR-induced count/catalog drift is cleared.

Suggested review order

  1. GitHub Models/Copilot catalogs and request-format routing.
  2. Devin Desktop public rename, shared catalog, OAuth lifecycle, and migration 133 compatibility.
  3. Kiro native runtime/discovery changes.
  4. Claude Web session, transport, browser fallback, and SSE boundaries.
  5. Regression tests, generated artifacts, and documentation.

Antigravity-specific review belongs in #8013.

Status check: no new activity here — the VPS validation for the Antigravity/GitHub/Devin/Grok catalog refresh (and the #6986 200-tool-cap reconciliation on the new grok-cli Responses path) is still pending on our side. Keeping this parked as needs-vps; will follow up once the live check runs.

I removed the Grok Part because the code in #7358 has been significantly refined, making it no longer necessary.

I will split the PR by provider and create new ones. I am now scrapping this PR.
