Summary

Both the create-key and permissions modals were calling setPageError() when
the key name failed validation, causing the error banner to render behind the
modal backdrop where users could not see or interact with it.

appear inside the dialog, no page-level banner shows behind the backdrop, and
clearing the error allows successful save.

Both the create-key and permissions modals were calling setPageError() when
the key name failed validation, causing the error banner to render behind the
modal backdrop where users could not see or interact with it.

Move validation into the modal components where it sets inline nameError/
saveError state that renders inside the dialog bounds. For the create modal,
attach error={createError} and required to the name <Input>. For the permissions
modal, validate in handleSave before calling onSave and set nameError on the
<Input>.

Also add two E2E tests verifying inline-error placement for both dialogs: errors
appear inside the dialog, no page-level banner shows behind the backdrop, and
clearing the error allows successful save.

Integration test failure seems to be pre-existing. This other PR also experienced the same issue but the contributor included a fix within the PR (https://github.com/diegosouzapw/OmniRoute/pull/1919/changes#diff-12fd0c94f69ed117df0dd0e1f4b4f4ed8ea8fd095146bbd122a240a39ac0ef9b)
