docs(i18n): refresh the mirrors of the 8 docs the base edited on 2026-09-22 (66 locales)

Summary

Steady-state maintenance of the documentation mirrors after the merge wave of 2026-09-22 (72 commits landed on release/v3.8.51 before #14437 put the i18n gates in the merge-train): README.md, docs/architecture/QUALITY_GATES.md, docs/guides/DOCKER_GUIDE.md, docs/guides/TROUBLESHOOTING.md, docs/reference/CLI-TOOLS.md, docs/reference/ENVIRONMENT.md, docs/reference/PROVIDER_REFERENCE.md and docs/security/STEALTH_GUIDE.md were edited without their mirrors, so npm run i18n:check was red on the tip. Section-level retranslation on codex/gpt-5.6-sol-low for all 66 locales (Bosnian included, first refresh after #14187): 66/66, 0 failures, ~2 h with 6 workers; the three locales whose end-of-run state save lost the race (gu, ha, sr) adopted explicitly; mirrors prettier reformats in the pre-commit hook re-adopted.

Second pass

While CI ran, 12 more commits landed on the base: docs/reference/ENVIRONMENT.md and docs/reference/FEATURE_FLAGS.md were edited again and bs missed the 3 keys that 007ea22f added (that PR did bring the 65 translations of the other locales — the translate-new-keys skill at work — but Bosnian had been cut before). Second section-level pass on both docs for all 66 locales (66/66, 0 failures; zh-CN adopted after a save race) and the 3 keys translated for bs. FEATURE_FLAGS.md moved on the base yet again after that pass (3 commits); the tip is red on it in npm run i18n:check and that single drift is left to the next maintenance refresh rather than chased here.

CI on 396b64ef: every red is the base tip's (the diff is docs/i18n/**, .i18n-state.json and 3 keys in bs.json). Reproduced on the pure tip 9f4d3b0a in a detached worktree: the 17 failing unit test files fail there with the same names (chat-route-coverage, chatcore-translation-paths, check-deps, check-docs-counts-sync, check-env-doc-sync, combo-builder-options-route, domain-branch-hardening, hard-session-lease-bypass-inventory, image-model-not-in-chat-catalog-6457, issue-7793-env-doc-sync-repro, model-token-limit-catalog, opencode-executor, provider-node-reserved-prefix, provider-translate-path-golden, qwen38-max-bare-id-alias, server-owned-tool-loop-flag, specialty-model-catalog-routes); API Route Typecheck is src/app/api/v1/combos/projectCombo.ts (changed on the base in 75305b7d); Docs Gates is the migration count (code 179, docs 178); Fast Quality Gates and the docs drift on FEATURE_FLAGS.md (edited on the base after this branch's second pass) are on the tip as well. ⚠️ base-red inherited: #13866.
