chore: bump pnpm to 9.15.5 and corepack to 0.31.0

What are you trying to accomplish?

This PR bumps pnpm to 9.15.5 which includes fix for pnpm/pnpm#6530 which is downstream issue for the following issues:

• Issues when updating git dependencies in PNPM #7258
• Dependabot changed GitHub https dependency to ssh, breaking pnpm install #7851
• Dependabot modifying dependency URLs causes Git clone error after upgrading to PNPM 9.4.0 #10124

This PR also upgrades corepack to 31.0 to support npm signature key update (nodejs/corepack#614

the only breaking changes in corepack was dropping node 21.x (according to release note), and still supports node 20.x.
