As a DataCite staff
I want to be able to transfer a repository by clicking a button “Transfer Repository” and to specify new member parent information. (Similar to current “transfer DOIs” function.)
So that I can be able to carry out the transfer independently

UI change in the repository page and repository list.
Modify prefixes, repositories and other tables directly
