Enforce C++ formatting for ThemisPP #404

  1. Formatting: automatic formatting for ThemisPP 

    Add ThemisPP headers to formatting. ThemisPP is header-only so we don't
need to compile it for real.

We use a custom style for C++ with a bit longer line lengths than for
C code elsewhere.

  2. Formatting: apply clang-format to ThemisPP 

    Use the new format for ThemisPP and apply some manual fixes in include
order and add some empty lines.
