Add ThemisPP headers to formatting. ThemisPP is header-only so we don't need to compile it for real. We use a custom style for C++ with a bit longer line lengths than for C code elsewhere.
Use the new format for ThemisPP and apply some manual fixes in include order and add some empty lines.

We use a custom style for C++ with a bit longer line lengths than for C code elsewhere. Unfortunately, clang-format does not seem to support format file inheritance so we cannot reuse the top-level format file.
Use the new format for ThemisPP and apply some manual fixes in include order and add some empty lines.
