Thanks @pstibrany. The intention in the IsHealthy() looks clearer to me and the behaviour will not change if in the future we'll add new IngesterState.

IsHealthyfunction to be explicit about which states are healthy. There is no change in functionality.Which issue(s) this PR fixes:
