Backport of #183 / #184 (actually a rebase of the latter onto 16.x, so picking up some other relevant commits as well)

This has been part of regular libc++.dylib since LLVM 9, see
llvm/llvm-project@cc37af7 & llvm/llvm-project@9523872
otherwise we cannot install `libcxx` while building/testing
`libcxx-devel`, due to the CI agents running on macOS 12.

Sigh, bootstrapping problems everywhere - cannot merge conda-forge/libcxx-testing-feedstock#9 before we fix the macOS 12 ABI break here.
