[3.11.x] Reinstate old library names; fix handling of RowMajorStrg

Backport of #77.

Best as I can tell, the story went as follows:

• We merged Rebuild for flang 19 #74 to main (3.11 at the time)
• While backporting this to 3.9 in [3.9.x] Rebuild for flang 19 #76, some changes were reverted (the library naming bits)
• We then forward-ported those reverts to main in Reinstate old library names; fix handling of RowMajorStrg #77
• After merging Another attempt at 3.12.1 bump #85, someone creates a 3.11.x branch
• However, this branched off from main too early, before the changes from Reinstate old library names; fix handling of RowMajorStrg #77.

I don't remember who created the 3.11.x branch, it could have easily been me. In that case, apologies.
