Backport of #77.

Best as I can tell, the story went as follows:

I don't remember who created the 3.11.x branch, it could have easily been me. In that case, apologies.

This partially reverts commit ebff8da.

don't patch in OUTPUT_NAME; backport patch for using CMAKE_SHARED_LIBRARY_PREFIX
