Now that the migrations have all been merged (on main at least), I wanted to tackle ARROW-17635, but noticed that some feature enablements were not (fully) applied here, e.g.
apache/arrow#12763
apache/arrow#11077
apache/arrow#10450
The commits are easier to review one-by-one; I did an alphabetic sort (no additions/deletions) of the options first, so that it's easier to track what's present or and what's not.
