A new extension package needs to be created for adding helpers that have been removed or added in Chocolatey CLI for people to use for compatibility reasons.

This came up for the most part as there will be helpers removed in Chocolatey CLI vNext, but to keep older packages that haven't been updated there is a need to have such a compatibility layer.
This package will be a dependency on chocolatey-core.extension right now.
