Internal Evals, Chaos and recorded triage calls failed with REQUIRE_API_KEY enabled when no key was selected. Reuse the existing internal self-loop identity in those calls and opt out of memory. Explicitly selected keys retain precedence and their authorization policy. Anonymous and forged callers remain rejected; the generated identity remains restricted to chat/audio and internal:self-loop scope.
Closes #16593.

8bea47d4: three fail-before-fix regressions; 78/78 related tests, formatting, ESLint, file-size, both complexity ratchets, changelog and test-discovery pass. Independent Spec and Standards reviews found no blockers. Node 24.21.0, dependencies match the lockfile.Integration evidence:
typecheck:corepasses with zero errors on combined commit24770e75f7f622657ba374f87d078fa5c09675ef(releasea75077fa+ base correction #16806 + #16804 + #16805 + documentation #16762). The full merge-train checks remain required before merging. The standalone old-base failures remain recorded, rather than being reported as passing.
