fix(quality): clear the base-reds left by the 2026-09-25 merge-batch wave - #14867

…wave - Reset the opencode proxy refusal memory between cases in opencode-429-park-resume and opencode-transient-rotation: #14688 turned PROXY_SKIP_RECENTLY_FAILED on by default, so a refusal recorded by one case set the proxy aside for the next (6 reds on the tip; same fix #14865 applied to the pool-reselect suite). - Document TAVILY_BASE_URL (read by the Tavily quota fetcher from #14442) in .env.example and ENVIRONMENT.md (check-env-doc-sync). - Translate featureFlagProxyPoolSharedEgressOrderDescription (#14657) into the 65 locales that lacked it (i18n:check-keys). - Sync the migration count to 190 in README, AGENTS.md, llm.txt and the 66 mirrors (count-only).

Follow-up of the 2026-09-25 /merge-batch wave (maxmad64bis, HouMinXi, owner). On the current tip it fixes the reds the wave left behind:

Result: 13/19 → 19/19.TAVILY_BASE_URL(read by the Tavily quota fetcher, [defer] feat(sse): track Tavily credit usage and quota in Provider Limits #14442) is now in.env.exampleandENVIRONMENT.md.featureFlagProxyPoolSharedEgressOrderDescription(fix(proxies): rank pool members sharing a refused egress address last #14657) was missing in 65 locales. Each locale now has it translated, one line inserted per file; the full i18n sync was not run..sqlfiles. README, AGENTS.md, llm.txt and the 66 mirrors change only that number.Validation: env-doc-sync, docs-counts, i18n:check-keys and i18n:check-ratio all green; JSON.parse passes on all locales; the two opencode suites pass 19/19.
