AzureDevOpsPullRequestUsingAzurePipelinesOAuthToken throws an exception if not running in an Azure Pipelines pull request build even if throwExceptionIfPullRequestCouldNotBeFound is set to false.

This is a regression in 3.0 introduced by #393
