Migration for region setting

Until #473 is done, we need to add a migration any time we add something to the model; the migration needs to remove the addition on downgrade. Otherwise, the old version will see an unexpected value and fail to deserialize.

This issue is for the migration needed to reverse the addition of region in #636.

This should block release of #636.
