This PR adds two new maintainers to the project governance structure. The maintainers are added under the "Maintainers" section, distinct from "Core Maintainers."
- Adds Abhijay Jain as a new maintainer
- Adds The-Best-Codes as a new maintainer (with GitHub identifier)
