Summary

Port Eslint Typescript's no-duplicate-enum-values which disallows defining an enum with multiple members initialized to the same value.

Test Plan

Added unit tests covering all scenarios

It does exactly the same.

That's for GraphQL enums, which I would like to rename to use the prefix noDuplicate, opened a PR for that one.

Should they be completely the same? One is about the names of the enums, the other the values of the enum. Hence noDuplicateEnumValues (this rule) & noDuplicateEnumValueNames (graphql rule). The enum names in Typescript are already checked by Typescript themself, so we don't have to port noDuplicateEnumValueNames to Typescript
