Summary

Implement Eslint Graphql's unique-enum-value-names, which prevents duplicate case-insensitive enum value names

Its a bit unfortunate we can't really use TokenText here (because of the lowercasing), but maybe we could minimize the allocations in the ideal case. String allocations (essentially, small object allocations), can be pretty bad.

Could we store a Cow instead? Consider what the formatter/other rules does to the casing and convert the token to that casing instead of defaulting to lowercase. (idk what the formatter does by default).

If that doesn't entirely make sense, maybe a binary search using eq_ignore_ascii_case would make more sense as a good middle ground? Or a sort and then check for duplicates?
