This PR is being broken into different efforts:

• feat(webapp): modernize development tooling - replace webpack, craco, with vite #413
• feat(repo): replace eslint for biomejs with airbnb defaults imported #415
• tailwind -- the maintainer has requested not to include tailwind at this time. to be revisited in the future

PS I have almost all of this working with bun/vite on macOS and will do testing on Windows.

I'll also point out duplicate interfaces and issues I found during this overhaul so you can track bugs.
