ASA: Update fuel type information in text bulletin #4195
Description
Describe the task
Update the automated text bulletin for fire zone advisories and warnings to be more descriptive about what fuel types are of concern using percentage of the advisory area, and percentage of the fuel type area metrics.
Acceptance Criteria
- Auto-generated text summarizes which fuel types are associated with >=75% of the advisory area.
- Auto-generated text also summarizes which fuel types are under advisory in >=90% of the areas they occur in the fire zone.

- Here is example wording using 2024/07/08 test data from SPIKE ASA: Spike (2 days) Alternative Calculation of Fuel Type Breakdown % #3915 : "There is a fire behaviour Advisory in effect for G3-Robson Valley Fire Zone between 08:00 and 23:00. C-3 and C-7 fuel types account for 75% or more of today's total advisory area. Also watch out for C-2 and S-3 fuel types which occupy a small portion of the zone but are expected to be under advisory conditions wherever they occur."
