Move the auth schemes into sdk configuration

Motivation and Context

In a previous pull request the method to put auth schemes was moved from AwsClientBuilder to SdkClientBuilder. This change does the same for the configuration moving the auth scheme related methods from AwsServiceClientConfiguration to SdkServiceClientConfiguration.
