Changes

This PR updates request encoding and pagination metadata handling across the Management API SDK.

Endpoints changed (behavioral/internal request construction across generated clients):
- Path parameter handling now uses path-segment-safe encoding via ValueConvert.ToPathParameterString(string) -> QueryStringBuilder.EncodePathSegment(...).
- Query parameter encoding now distinguishes query key vs query value safe character sets, affecting all clients that build query strings.
Classes and methods added/changed:
- Core/QueryStringBuilder
  - Added context-aware encoding sets (query key, query value, path segment).
  - Added EncodePathSegment(string value).
  - Updated Build(...) encoding behavior for reserved characters.
- Core/ValueConvert
  - Updated string path parameter conversion to use EncodePathSegment.
- Core/Page<TItem>
  - Added constructor with response metadata.
  - Added Response, StatusCode, and Headers properties.
- Core/Pager (OffsetPager and CursorPager)
  - Updated request delegate flow to use WithRawResponse<TResponse>.
  - Pages now carry raw response metadata.
- Multiple Management API clients updated to pass wrapped responses (.WithRawResponse()) into pager creation and align generated code.
- DirectoryProvisioningClient and ScimConfigurationClient had additional generated-code consistency updates.
