Code Review
This pull request updates the conventional commit types across the repository to include gov, style, build, ci, and revert. These changes are reflected in documentation files, pre-commit configurations, and agent skill definitions. Additionally, the governance document is updated to include a new maintainer, and examples for the new gov commit type are provided. I have no feedback to provide.
