fix(mozilla/sccache): fix aarch64 support for versions >= 0.7.0

This builds on top of #16749 .

The binary for arm64 was fixed in 0.7.0 so we can add back support

The original code style is old.
Your fix doesn't work because version_constraint: semver(">= 0.6.0") matches semver(">= 0.7.0") so semver(">= 0.7.0") is ignored.
I'll try to re-scaffold the setting.
