Converts query_graph::extract_subgraphs_from_supergraph into supergraph with split-up submodules. This fixes compile times for Linux release builds.

We'll definitely want to backport this to dev as well.

Going to make this change directly on dev and then merge in here to (hopefully) avoid more merge conflicts long-term
