Thanks for bringing this to our attention and providing a fix.

Unfortunately, we were already working on this issue as part of a different PR (#2142) and the other PR explicitly makes the result of running build_docker_image.sh as close as it can be to the Apollo images we provide from github. By including curl in the image, it is pretty much the same image in terms of functionality.

Closing since this will be resolved by #2142 when it merges. See my comment on #2145 for explanation.
