ci: remove security cci jobs

Motivation / Implements

Removed the Security scans from the CircleCI config on this repo. We've previously used these scans to help prevent secrets and other security flaws from being introduced to this repo. We've replaced the CCI-based implementation of these scans with a Github App. The Github app both runs faster and better supports PRs from forks. See the completed "Secrets in Source" and "Static App Security Check" jobs on this PR.
