[SPARK-24956][BUILD][FOLLOWUP] Upgrade Maven version to 3.5.4 for AppVeyor as well

What changes were proposed in this pull request?

Maven version was upgraded and AppVeyor should also use upgraded maven version.

Currently, it looks broken by this:
