What changes were proposed in this pull request?
In the current code, OzoneAuthorizerFactory checks if (authorizer instanceof OzoneNativeAuthorizer) and then call configure(..), where OzoneNativeAuthorizer is an implementation.
In this PR, we add a new OzoneManagerAuthorizer interface so other implementations can get the configure(..) call. It is useful for adding new implementations.
