What changes were proposed in this pull request?
When the value of a key is set to an empty byte[]/String, getting that key should return back an empty byte[]/String.
HDDS-13254 might have accidentally changed this behavior. We should restore it and add tests to assert it. (Thanks @chungen0126 for pointing it out!)
