Thanks @JyotinderSingh for the patch.
Please note that audit log is not for debugging purposes.
I think we should only keep the change in OzoneConsts and OmBucketInfo.

What changes were proposed in this pull request?
We should log the bucket layout for important OM requests, this will help in debugging failures + behavior regressions which might be caused due to layout-related reasons.
