YARN-10957. Using invokeConcurrent Overload with Collection in getClusterMetrics

• In YARN-10829. Support getApplications API in FederationClientInterceptor #3135, we added a new overload of invokeConcurrent to avoid ArrayList initialization at multiple places. Using the same in getClusterMetrics.
• Verified the unit tests for FederationClientInterceptor locally.
