This PR reverts a previous version bump of the Quinn QUIC library dependencies to prepare for vendoring Quinn. The change downgrade both quinn and quinn-proto to their previous versions.
- Reverts quinn from version 0.11.9 back to 0.11.8
- Reverts quinn-proto from version 0.11.13 back to 0.11.12
