Stage 1 of 2 — give the loop a Bun/robobun-style machine identity.

Wires the bestaxbot PAT (secrets.AI_LOOP_PAT) into the implement action's github_token, so implement-loop PRs/commits are authored by bestaxbot instead of the shared claude[bot]. The model still runs on the subscription via claude_code_oauth_token.

Reviewer separation preserved (matches Bun): the deep review (claude-review.yml) keeps posting as claude[bot], so the loop's ^claude thread/state-machine filters in claude-pr-loop.yml stay intact — and it mirrors Bun's actual setup, where robobun authors and a distinct claude[bot] reviews.
