Shipped the Operating Cadence MVP as an isolated experimental page (/experimental/cadence.astro) guarded by the enable_operating_cadence feature flag. Total delta is under 50 lines across all files, uses existing UI primitives, passes Zod schema validation, and passes all verification checks.
