fix(beam): reject requests when required tool constraints cannot be enforced - #17626
Port of #17061 (release/1.6.0 Beam branch, by @neilkg) to main, stacked on the #17062 port. Fixes#17618.
Key Changes
Problem: a Beam request that promises tool enforcement (forced tool_choice, an applicable strict tool, or parallel_tool_calls: false with usable tools) could be served with that promise silently dropped when preprocessing installed no tool grammar, and a strict tool with a schema outside OpenAI's strict subset was quietly relaxed to non-strict on the Beam route.
Cause: the guided-decoding entry point returned GuidedToolConstraint::None as a normal outcome, and the HTTP handler rewrote noncompliant strict declarations before validation.
Fix: the entry point is split into a wrapper that selects the effective tools and rejects (HTTP 400, "cannot enforce") when enforcement is required but no grammar was installed, and the inner routine that installs the constraint. The Beam strict relaxation and its call sites are removed; noncompliant strict schemas are rejected on the Beam route like everywhere else. Unconstrained Beam requests keep their best-effort policy.
Adapted to main: uses main's validated_effective_tools(); the HTTP regression test from feat(beam): Beam 1.0 model support on main #17072 now expects the strict shape to be rejected on the Beam route and keeps the legacy builtin_tools promotion; the Beam parser docs drop the relaxation note.
Validation
Linux arm64 build: cargo fmt --check, cargo check --workspace --all-targets, cargo clippy -p dynamo-llm -D warnings and cargo test -p dynamo-llm pass (4551 tests, 0 failures). New unit test beam_rejects_missing_mandatory_tool_grammar; two open-final-channel tests now assert the rejection. Original validation on the release branch is in #17061.
Beam requests no longer have noncompliant strict tools relaxed before generic validation. Tool preprocessing also rejects requests that require tool enforcement when no grammar constraint is available. Legacy builtin_tools promotion remains in place.

Beam preprocessing retains legacy builtin_tools promotion and removes strict-schema relaxation. HTTP tests and documentation reflect rejection of noncompliant strict schemas.
Guided decoding uses validated tools and rejects Beam requests when forced choice, applicable strictness, or single-call mode requires enforcement but no grammar constraint is available. Tests cover these cases and requests that do not require rejection.
Requests that Beam cannot enforce are rejected as intended, but clients receive no explanation for the rejection. This is mergeable with a small follow-up to expose the safe diagnostic.

Explanation
Issue #17618 has two coding objectives. Both are covered.
(1) EOS evidence for complete tool bodies [#17618]: Not changed by this PR. The merge base 4fb7b3a already contains commit "fix(beam): finalize constrained tool calls at confirmed model EOS (#17625)", which is the release-branch EOS fix named in the issue. This assessment relies on the commit subject only. I did not inspect the parser code for this behavior. The PR description states the stack sits on the #17062 port, which matches this commit.
(2) HTTP 400 when required enforcement cannot be applied [#17618]: Implemented in this PR. In lib/llm/src/preprocessor/tool_choice.rs, apply_tool_choice_guided_decoding becomes a wrapper. It computes requires_enforcement for Beam (forced choice, applicable strict tool, or parallel_tool_calls: false with usable tools). If the inner routine returns GuidedToolConstraint::None while enforcement is required, the wrapper returns invalid_argument with "Beam cannot enforce the requested tool constraints...". Tests cover this: the open-final-channel tests now expect a "cannot enforce" error for forced calls, and beam_rejects_missing_mandatory_tool_grammar covers auto/named/required with strict, and parallel_tool_calls=false with guided_json. Unenforceable strict schemas: the Beam-only relaxation (relax_noncompliant_strict_tools_for_beam) and its call site are removed, so generic strict validation rejects these schemas on Beam. The HTTP regression test in lib/llm/tests/frontend_protocol_validation_http.rs now expects this rejection.
Unconstrained Beam requests keep best-effort behavior. The non-Beam path is unchanged because requires_enforcement requires is_beam().

Explanation
Every changed area connects to the #17618 objectives.
lib/llm/src/preprocessor/tool_choice.rs: wrapper/inner split and enforcement check (objective 2). Removal of relax_noncompliant_strict_tools_for_beam and its test (objective 2, strict relaxation). Removal of the Beam helper declare_legacy_builtin_tools_for_beam and its test: the PR description says legacy builtin_tools promotion is kept, and the HTTP test still checks that promotion. Calls to validated_effective_tools() are moved to the wrapper, and the inner routine receives the validated tools. Tests for the new behavior.
lib/llm/src/preprocessor.rs: removes the call to the relaxation helper (objective 2).
lib/llm/src/http/service/openai.rs: removes the Beam pre-validation relaxation. Legacy builtin_tools promotion stays (not an out-of-scope removal).
lib/llm/tests/frontend_protocol_validation_http.rs: updates the Beam strict-schema expectation to rejection. Keeps legacy builtin_tools acceptance on Beam.
docs/fern/pages/use-cases/tool-calling-and-reasoning/tool-call-parsing.mdx: removes the Beam relaxation note. This documents the removed behavior.
No change is unrelated to the linked issue. No parser or EOS code is changed by this PR. The EOS objective is served by base commit #17625, not by this diff.

Docstring coverage is 40.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 3 files. This rejection currently returns the generic "Invalid request" message because it passes None as public_message. The existing message is static and safe to expose.

…nforced (#17061)
Port of #17061 from the 1.6.0 Beam release branch to main.
Reject Beam requests when forced tool choice, applicable strict tools, or
explicit single-call mode require enforcement but preprocessing cannot
install a tool grammar. Remove the Beam-specific relaxation of invalid
strict declarations: a strict tool whose schema is outside OpenAI's strict
subset is rejected on the Beam route like everywhere else.
On main the guided-decoding entry point is split into the public wrapper,
which selects the effective tools and applies the enforcement check, and
the inner routine that installs the constraint; the HTTP regression test
from #17072 now expects the strict shape to be rejected on the Beam route
and keeps the legacy builtin_tools promotion; the Beam parser docs drop the
relaxation note.
