feat(operator): deploy active-active PoolRelay for one DGD - #17347
Add DynamoPoolRelay for a DGD with the same name and Kubernetes namespace. The operator creates two active Relay Pods by default, plus a <dgd>-pool-relay Service. Each Pod watches the same DGD. The Relay replica count does not depend on the frontend or worker replica count.
This MR takes the one-DGD controller and active-active deployment design from #16166 and builds on the PoolRelay runtime rename in #17215.
Details:
This MR adds:
A DynamoPoolRelay resource with a Relay image, stable cluster ID, environment settings, and configurable replica count.
A source ConfigMap, Relay Deployment, cluster-local Service, and namespace-scoped permissions. The Service exposes Ready Relay Pods.
Updates to the source ConfigMap when the DGD's worker namespaces change. A connection revision ties source updates to the Relay configuration during rollouts.
Ready status for listener availability. The operator removes the Service if the DGD disappears or has incompatible discovery settings.
The DGD must use Kubernetes Pod-mode discovery and have a name that can form a <dgd>-pool-relay Service name. Cross-cluster discovery, Global Router subscriptions, and multi-DGD selection remain separate work.
Ran a dev-cluster smoke test, brought up two Ready Relay Pods. Both appeared as Ready Service endpoints, and the listener was reachable through the Service.
Added support for managing Relay Pods and a Service through the DynamoPoolRelay Kubernetes resource, associated with a same-named DynamoGraphDeployment in the same namespace.
Configure the Relay image, replica count, image pull secrets, and environment variables. Resource status reports the Service endpoint and listener availability.
Documentation
Added a sample manifest and updated the operator overview and Kubernetes API reference with DynamoPoolRelay details.
The operator adds a namespaced DynamoPoolRelay API and controller. The controller checks the matching DynamoGraphDeployment, creates or withdraws Relay resources, and reports listener availability in status. The change also adds resource permissions, tests, a sample manifest, and API documentation.

Summary
API contract and registration deploy/operator/api/v1alpha1/*, deploy/operator/config/crd/bases/nvidia.com_dynamopoolrelays.yaml, docs/fern/pages/reference/kubernetes-api/*
Adds the DynamoPoolRelay spec and status, CRD schema, runtime scheme registration, generated deep-copy methods, and API reference documentation.
DGD eligibility and reconciliation deploy/operator/internal/controller/poolrelay/controller.go, deploy/operator/internal/controller/poolrelay/controller_test.go
Adds controller watches and reconciliation. The controller checks DGD eligibility, withdraws Relay publication for unsupported or unavailable DGDs, and updates readiness status. Tests cover eligibility and lifecycle cases.
Relay resource rendering and management deploy/operator/internal/controller/poolrelay/controller.go, deploy/operator/internal/controller/poolrelay/controller_test.go, deploy/operator/internal/controller/poolrelay/controller_envtest_test.go
Renders the Relay source document, ServiceAccount, RBAC, ConfigMap, Service, and Deployment. It validates Relay settings and manages owned resources. Tests cover rendering, API defaults, and publication and withdrawal.
Operator integration and sample deploy/operator/cmd/main.go, deploy/helm/charts/platform/components/operator/files/role.yaml, deploy/operator/README.md, deploy/operator/samples/dynamo-pool-relay.yaml
Registers the controller, adds permissions for Relay resources and status, and adds operator README entries and a sample manifest.
The new Relay feature may fail to create its resources on clusters with strict RBAC. The operator needs the missing permissions for Relay worker metadata and for the Relay finalizers subresource. Add both RBAC markers and regenerate the manifests before merging.

I’m curious about the 1:1 relay-to-DGD deployment model. It seems like it could be more operationally complex than automatic discovery based on label selectors or names, as proposed in the original DEP. What was the reasoning behind this choice?
@Kaonael this is not necessarily a permanent decision, just for now for simplicity. This way, the <dgd>-pool-relay Service has an unambiguous source, and each DGD has a clear rollout and status boundary. The Pod replica count is still configurable; this is not one Pod per DGD, just one Service. I agree that it could become more cumbersome at scale so this isn't ruling out/making the hard choice to not do selector-based discovery, if you have strong opinions I can adjust this MR! This MR isn't meant to close/satisfy the whole original DEP, it's meant as a smaller useful slice of your original MR

Previously reported defects still present:
Original discussion: The two tests still start separate envtest API server/etcd pairs at lines 40 and 96. TestDeploymentAPIDefaultsDoNotCauseRolloutLoop needs only the same API-defaulting client capabilities already provided by the CRD-enabled environment in TestControllerPublishesAndWithdrawsOneDGDService, so consolidating them onto one shared environment preserves both regression boundaries while removing a substantial duplicate process startup.

test_n2_compatibility[old-frontend-2-embedding] pairs the released dynamo-frontend:1.4.2 frontend with this PR's 1.7.0 sglang-runtime embedding worker (--embedding-worker, Qwen/Qwen3-Embedding-0.6B). The DGD reached Ready, but for about 100s /v1/embeddings on the frontend kept returning 404 Model not found, so the frontend never discovered the worker's model. The other 7 pairs passed, including old-frontend-1-embedding (1.5.0 frontend) and old-frontend-2-chat (1.4.2 frontend, chat). The log shows no infrastructure signature.
