WalkthroughThe planner now collects batch-scheduling observations and refreshes replica state before collecting worker counts. The adapter computes batch-aware scaling and drain-limit decisions. Non-advisory effect submission applies drain limits before scaling effects. ChangesBatch scheduling
Priority: ➖ Normal Estimated code review effort: 4 (Complex) | ~60 minutes Merge Risk: 🔵 Low · up to Batch scheduling now runs on native planner ticks, with drain limits applied before scaling. No concrete production defect remains. A small follow-up test for the rollout state the Kubernetes connector actually reports would strengthen regression protection. 🚥 Pre-merge checks | ✅ 4 | ❌ 1❌ Failed checks (1 warning)

539-550: 🎯 Functional Correctness | 🔵 Trivial | ⚡ Quick winAdd a test for the rollout state that the Kubernetes connector actually reports.
This test sets
expected_num_decode=4. During a non-startup rollout,PlannerEnvironmentImpl._refresh_replica_countsreportsexpected=Nonewithscaling=True. Add a case withexpected_num_decode=None,decode_scaling_in_progress=True,ready_num_decode=1, andbatch_replica_floor=2. That case should assertdecision is None. Without it, the rollout-cancellation path in_project_scale_tohas no test.🤖 Prompt for AI Agents

The batch floor baseline only recognized PROPOSE provenance, so a decode target set solely by a custom RECONCILE plugin was compared against the old desired replica count instead of the plugin's target. With ready=desired=3, a floor of 3, and a RECONCILE SET decode=1, the floor check saw 3, did nothing, and the tick scaled 3 -> 1 with cap 0. Use targeted_components (PROPOSE or RECONCILE overrides) when choosing the floor baseline, so an explicit decode target from either stage is raised to the floor. This integrates batch observation, policy evaluation, drain actuation, and replica-floor and authoritative idle-target reconciliation into Planner's native tick lifecycle. It makes each lease and scaling opinion derive from one snapshot while preserving fail-closed ordering across startup, plugin failures, budget constraints, and uncertain Redis outcomes.

How This Was Implemented
Walkthrough
plugins/builtins/observe.pygathers batch state and preserves unrelated observations when optional collection fails.plugins/orchestrator/engine_adapter.pycomputes one plan, merges its active floor or exact idle target, preserves upstream provenance, replays constraints, and projects leased caps with audit events.core/base.pyenforces lease-before-scale ordering and serializes effect submission across ticks.core/planner_factory.pyinstalls the native provider and connects its writer fence when batch scheduling is enabled.Validation
