This integrates batch observation, policy evaluation, drain actuation, and replica-floor reconciliation into Planner's native tick lifecycle. It makes each lease and scale opinion derive from one snapshot while preserving fail-closed ordering across plugin failures, budget constraints, and Redis errors.

CLOSES: LLM-188

How This Was Implemented

  • Request a batch snapshot on every native pipeline tick when the feature is enabled and anchor policy time after collection completes.
  • Project batch observations into the public plugin context and evaluate the native policy exactly once per tick.
  • Merge the dynamic batch floor with plugin scaling proposals before final GPU and power budget enforcement.
  • Force a zero-rate lease when the plugin pipeline rejects or times out, or when final budgets cannot satisfy the floor.
  • Apply the drain lease before replica mutations and skip scaling for that tick when Redis actuation fails.
  • Record batch decisions and safety pauses in normal Planner diagnostics without terminating the tick loop.
Walkthrough
  • plugins/builtins/observe.py gathers batch state and preserves unrelated observations when optional collection fails.
  • plugins/orchestrator/engine_adapter.py maps observations, computes one plan, merges the floor, and projects the leased cap with audit events.
  • core/base.py enforces lease-before-scale ordering and retains the fleet after an actuation failure.
  • Orchestrator, observe-plugin, and tick-lifecycle tests cover cadence, schema mapping, no-op behavior, final-budget coupling, advisory mode, and failure ordering.

Validation

  • Full stacked-head Planner sweep: 478 relevant tests passed, including orchestrator, observation, and tick-lifecycle coverage.
  • Native scale-from-zero E2E passed all 15 machine assertions: Planner raised the owned DGDSA, held admission closed until readiness, drained 100/100 requests with zero failures, and returned the authoritative lease to zero.

Summary by CodeRabbit

  • New Features
    • Added native batch scheduling with deadline-aware capacity planning, replica floors, and leased admission limits.
    • Added configuration and validation for batch gateways, metrics, Redis-based drain control, and aggregate-pool capacity.
    • Added batch observations for jobs, online traffic, and dispatcher feedback.
    • Added scheduling diagnostics and fail-closed safety pauses for stale, invalid, or insufficient data.
  • Improvements
    • Improved Kubernetes replica scaling with authoritative desired replicas, readiness checks, and safer resource-version handling.
    • Applied batch drain limits before scaling and recorded actuation failures without stopping planner ticks.

Estimated code review effort: 5 (Critical) | ~120 minutes

Merge Risk: 🟠 High · up to 1035c

This PR adds native-tick admission and replica control, but concurrent scaling updates can overwrite newer capacity decisions and partial failures can leave the fleet only partly scaled. The PR is not merge-ready until these consistency and failure-handling risks, along with required validation checks, are addressed.

Replace the narrowing assert statements with explicit checks.

python -O strips both assertions. On Line 622 the code then dereferences self.redis.url, and on Line 1167 it reads pool.max_replicas. The preceding validation makes both values non-None today, so this is a robustness and guideline concern rather than a live failure. Use an explicit if ... is None: raise ValueError(...) or typing.cast for the narrowing.

As per coding guidelines: "Never use assert for runtime validation of function arguments, request payloads, or external data; use explicit if/raise instead as assertions are stripped under python -O".

Move BatchSchedulingPolicyConfig to module scope.

Use direct attribute access for need_batch_scheduling.

Consider bounding concurrency for the per-job detail fetches.

collect_batch_jobs issues one sequential GET /v1/batches/{id} for every nonterminal listed job. Tick latency grows linearly with the number of active batches. Each request also carries the full session timeout, so a slow Gateway can extend one observation far beyond the tick cadence.

A bounded asyncio.gather over the nonterminal jobs keeps failure semantics identical while capping wall-clock cost.

Add validate_default=True to url.

Without this option, Pydantic skips _validate_redis_url for values returned by _batch_redis_url_default. An invalid DYN_PLANNER_BATCH_REDIS_URL, such as http://host:6379, can therefore be accepted by BatchRedisActuatorConfig.

Unwrap the Redis secret with direct attribute access.

cfg.redis.url is a SecretStr in the validated configuration; components/src/dynamo/planner/tests/unit/test_batch_runtime.py line 199 asserts config.redis.url.get_secret_value(). The getattr probe is therefore defensive on a known type.

The fallback also hides a real failure mode. If the get_secret_value branch is ever skipped, str(redis_url) returns the masked "**********" value, and the planner connects with a malformed URL instead of failing.

♻️ Proposed change

Import redis.asyncio at module scope.

This change adds redis>=5.0,<7.0 to pyproject.toml and container/deps/requirements.planner.txt, so redis is a declared runtime dependency, not an optional one. The deferred importlib.import_module call hides that dependency and prevents static import checking.

Move the import to the top of the module and call redis.asyncio.from_url directly. If the intent is to keep the planner importable without redis, keep the dependency out of the base dependency list instead.

Note: components/src/dynamo/planner/tests/unit/test_batch_environment.py line 1333 monkeypatches batch_environment.importlib.import_module, so that test needs the equivalent patch target updated.

As per coding guidelines: "Keep imports at the top of the file; always flag import statements inside function bodies, methods, or classes as they hide dependencies and make modules harder to understand".

Replace the narrowing assert statements with explicit checks.

python -O strips both assertions. On Line 622 the code then dereferences self.redis.url, and on Line 1167 it reads pool.max_replicas.
