WalkthroughThe planner adds validated batch scheduling inputs and drain-limit decisions. Plugin observation types and protobuf messages now represent batch demand, pool traffic, and dispatcher feedback. The engine adapter maps batch inputs into plugin observations. Priority: ⬇️ Low Estimated code review effort: 3 (Moderate) | ~25 minutes Merge Risk: 🔵 Low · up to Batch plugin observations can contain inconsistent job demand, though the demonstrated path requires invalid input or mutation after core validation. Add the plugin-side check; the bounded risk does not otherwise block merging. 🚥 Pre-merge checks | ✅ 4 | ❌ 1❌ Failed checks (1 warning)

that rejects instances where completed_requests plus failed_requests exceeds
total_requests, covering direct construction and protobuf hydration. Leave valid

Approved for the functional end-to-end scope of this batch scheduling stack. Reviewed the batch contracts and their integration in the complete stack.

This adds typed batch-demand, online-load/concurrency, dispatcher-feedback, and leased drain-decision contracts to Planner. The shared core and plugin schemas give collectors, policies, runtimes, and external plugins one validation-safe boundary for batch scheduling data.
