Try to fix global.json to avoid churn in locks

This pull request updates the .NET SDK version and modifies package dependencies to improve compatibility and dependency management for Windows x86 targets. The most important changes are:

SDK and Build Configuration:

• Updated the .NET SDK version in global.json from 10.0.100 to 10.0.300 and changed the rollForward policy from latestFeature to latestPatch for more stable patch updates.

Dependency Management:

• Added explicit transitive dependencies for .NETFramework,Version=v4.8/win-x86 in tests/SharpCompress.Test/packages.lock.json, including Microsoft.Win32.Registry, System.Security.AccessControl, and System.Security.Principal.Windows, all pinned to version 5.0.0.
• Added Microsoft.Win32.Registry as a transitive dependency for net10.0/win-x86 in tests/SharpCompress.Test/packages.lock.json to ensure correct dependency resolution on Windows x86 builds.
