sync: integrate upstream wave 6 through 827345a07a

What changed

Integrates the single upstream commit that landed while PR #256 was in CI, through upstream commit 827345a.

The provider model details affordance now uses a click-capable popover while retaining hover behavior, so model details work for mouse and touch/click interaction across fork provider instances.

• Authenticated web verification opened Settings, selected the Codex Models panel, clicked Details for GPT-5.6-Sol, and confirmed the slug/capability popover remained visible
