…workflow

The test project's lock file repeated every plugin package because it
references the plugin. Dependabot rewrites only the bumped project's lock
file, so every plugin bump left the test lock stale and CI's locked restore
failed with NU1004 before building anything (#195, #196).
dependabot-lockfiles.yml was meant to regenerate it, but it needs a PAT in the
Dependabot secret scope, never had one, and never made a commit.

The test project now sets RestorePackagesWithLockFile to false. It ships
nothing, and its unlocked restore resolves the same 44 package versions the
old lock pinned. The plugin and ManagedDoom keep their lock files, so
everything that ships stays pinned. A simulated Dependabot bump (plugin
csproj and lock file only) now passes the locked restore; on the old setup
it failed with NU1004.

Superseded by b67173a on dev (merged as 62474bc): ImageSharp 4.1.3 landed together with the Six Labors community license file and the SixLaborsLicenseFile property, which this branch could not carry, so its Release build failed on the license check.

OK, I won't notify you again about this release, but will get in touch when a new version is available. If you'd rather skip all updates until the next major or minor version, let me know by commenting @dependabot ignore this major version or @dependabot ignore this minor version. You can also ignore all major, minor, or patch releases for a dependency by adding an ignore condition with the desired update_types to your config file.

If you change your mind, just re-open this PR and I'll resolve any conflicts on it.
