Ports the extensible site editor's Patterns list screen (routes/pattern-list) from hard-coded view defaults to the server-provided view configuration served by GET /wp/v2/view-config?kind=postType&name=wp_block.

How?

• JS (routes/pattern-list/): use the data from the endpoint (default_view, default_layouts, view_list). The tabs are built from view_list: "All patterns", "My patterns" and one tab per pattern category, as in the site editor v1 sidebar. The slug of the active tab is the category passed to the patterns hook, and the tab slugs in the URL are now the server ones (all-patterns, my-patterns, banners, ...). The /patterns redirect points at all-patterns accordingly.
• The client-only "Registered" tab and the "Category" filter go away: the server view list has no such entry, and the category is now picked through the tabs. The "Uncategorized" entry of the view list lists the patterns without a category, as in v1.
• The route loader preloads the configuration, and the tab list scrolls horizontally instead of widening the page.
• No PHP changes: the wp_block configuration already ships in core (_wp_get_entity_view_config_posttype_wp_block).

Testing Instructions

1. Enable the Extensible Site Editor experiment under Gutenberg → Experiments, with a block theme active (e.g. Twenty Twenty-Five).
2. Go to /wp-admin/admin.php?page=site-editor-v2 and click Patterns in the sidebar.
3. Confirm the URL ends in /patterns/list/all-patterns and the list renders with the server defaults: grid layout with the sync status badge, and the tabs "All patterns, My patterns" followed by the pattern categories. Confirm the tabs scroll horizontally and the page does not.
4. Create a pattern and confirm it shows under "My patterns" and "Uncategorized". Switch to a category tab (e.g. "Banners") and confirm only its patterns are listed. Confirm the "Sync status" filter still works.
5. Open DevTools → Network and confirm a request to /wp/v2/view-config?kind=postType&name=wp_block returning default_view.type === "grid".
6. Add a filter in a plugin or functions.php and confirm it's honored, e.g.:
