e2e-test-utils-playwright: Update Lighthouse and web-vitals

What?

• Update lighthouse from ^12.2.2 to the latest compatible release, ^13.4.1.
• Raise this package's Node.js requirement from >=18.12.0 to Lighthouse's minimum, >=22.19.0.
• Update web-vitals from ^4.2.1 to ^4.2.4 and make Metrics.initWebVitals() resolve the installed dependency correctly in published consumers.

Why?

Gutenberg now requires Node.js 24, so the repository can adopt Lighthouse 13. The published test-utils package keeps Lighthouse's lower Node.js 22.19 minimum to avoid an unnecessary additional breaking change for consumers.

The update also removes the vulnerable old Puppeteer download chain (lighthouse, puppeteer-core, @puppeteer/browsers, and extract-zip) reported by npm audit.

The existing web-vitals path assumed Gutenberg's monorepo layout. Packed consumers instead resolved a nonexistent node_modules/node_modules path, and could select the wrong major when their dependency tree differed.

How?

The Lighthouse fixture keeps its existing five-audit contract and CommonJS entry point. Metrics.initWebVitals() now uses require.resolve( 'web-vitals' ), which follows the installed package boundary. The patch update to web-vitals includes its back/forward-cache interaction-count and repeated-listener fixes.

The regenerated lockfile hoists web-vitals 4.2.4. A package-scoped dedupe reports no further changes, so this PR does not include unrelated root toolchain deduplication.

Testing Instructions

1. Use Node.js 22.19 and build @wordpress/e2e-test-utils-playwright.
2. Run a Playwright test that calls the lighthouse fixture against a local WordPress page.
3. Confirm that the report contains numeric LCP, TBT, TTI, CLS, and INP values.
4. Pack the package and install it in a temporary consumer alongside web-vitals 6.
5. Call Metrics.initWebVitals( false ) and confirm that it loads the package's web-vitals 4.2.4 file, not the consumer's incompatible major.

Verification completed

• Workspace build, repository typecheck, targeted lint, and package-scoped dedupe check pass.
• Lighthouse returned LCP, TBT, TTI, CLS, and INP values against a local WordPress site.
• A packed consumer with root web-vitals 6.2.1 loaded the package's nested 4.2.4 file.
• npm audit reports 64 findings on this branch versus 68 on the frozen trunk base, with four high-severity findings removed and none added.

Use of AI Tools

The original Lighthouse update and runtime checks were prepared with Claude Code (Claude Fable 5). The rebase, release audit, related-dependency assessment, web-vitals fix, and final verification were prepared with Codex (GPT-5).
