Docker: Makefileからバイナリビルド用のtargetを削除する

内容

• PyInstaller: Dockerfileからビルド関連のコードを削除 #484
• ビルドシステムをPyInstallerへ移行する #504

の変更で、DockerイメージからLinux向けバイナリビルドの役割がなくなりました。

このリポジトリにはDockerコマンドのややこしいオプションをローカル環境で簡単に渡すため（デバッグ用）にMakefileが存在しますが、
バイナリビルド用のターゲットの削除が漏れていたので削除します（すでに動作しないターゲットです）。

97行目の空行追加は特に意味のない見た目の調整です。
