Full details: Description checkExplanation The description includes the required Summary, Impact, Testing, and Notes sections. It explains the behavior, scope, validation commands, focused test results, pre-existing failure, and follow-up work. Full details: Docstring CoverageExplanation Docstring coverage is 27.59% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 29 functions across 20 files. (3 skipped: 3 unsupported.) Full details: Risk Surface DisclosedExplanation The PR description discloses the skills revocation risk surface: registry-backed installs perform an extra fetch, malformed or unavailable lists can block installation, and direct URL/local-path installs remain unchanged. The PR also changes provider routing and outbound API behavior, but the description does not mention those changes or assess their blocker status. The diff adds canonical Z.AI route gating, changes Z.AI vendor matching, adds the GLM-5.3-Flash catalog and reasoning/tool-streaming transport metadata, and changes OpenAI shim runtime/request preparation. These are changed-code risk surfaces covered by the check but absent from the review disclosure. Resolution Update the PR description with an Impact or Risk section that covers both surfaces. State the Z.AI provider-routing and outbound request changes, including GLM-5.3-Flash catalog, reasoning, vision, and tool-streaming behavior, and state whether they introduce a release blocker. Also state that fail-closed revocation-list errors intentionally block registry installs and whether that is an accepted behavior rather than an unresolved blocker. Full details: No Hidden Policy ChangeExplanation The pull request contains an undisclosed, policy-facing Z.AI product change. The diff includes commit Resolution Split the Z.AI GLM-5.3-Flash and related routing/runtime changes into a separate pull request, or update this pull request description and obtain explicit maintainer approval for those product and routing-policy decisions. Keep this pull request limited to the documented registry revocation work. Review the release metadata and unrelated settings test for the same separation issue. ✨ Finishing Touches🧪 Generate unit tests (beta)

[P2] Isolate the new override from registry test fixtures
src/cli/handlers/skills.test.ts:632
These new sibling-list tests inheritOPENCLAUDE_SKILLS_REVOCATIONS_URLfrom the host process. Because production gives that variable precedence, a developer or runner that already configures it never reads therevocations.jsonwritten beside each temporary registry. Reproducing the suite with the variable set to an absent path yields 33 passes and 6 failures: both revocation-match tests and the malformed JSON, invalid entry, non-array, and unreadable-list tests all exercise the override instead of their intended fixtures. The root cause is that the shared fixture owns its temporary filesystem and resets
process.exitCode, but it does not own the new process-global configuration input. Please centralize snapshot/clear/restore of the override for tests that depend on sibling resolution—preferably in shared setup—rather than changing individual expectations or assuming CI leaves the variable unset. Keep the dedicated override-precedence test explicit, and add a regression showing that inherited host configuration cannot redirect the other fixtures. -
[P2] Add the requested remote failure-path regressions
src/cli/handlers/skillsInstall.ts:277
The new security gate has distinct remote outcomes:readSourceTextturns an HTTP failure into an error,isAbsentSourceErrorrecognizes only an error message ending inHTTP 404, andreadRevocationsconverts that case to an empty list while propagating HTTP 500 and network failures. Every added failure test uses a local filesystem source; the EISDIR case proves generic read errors fail closed but never exercises HTTP status or network classification. CodeRabbit explicitly requested HTTP 404/500/network coverage, and that thread is marked addressed at this head even though no corresponding tests exist. Please address the missing transport boundary rather than adding another local fixture or testing the regex in isolation. Exercise
skillsInstallHandlerthrough a controlled local HTTP server or injected fetch/source-reader seam, then assert that 404 permits the non-revoked install while HTTP 500 and a rejected network request set exit code 1 and leave no install target. If the current string-only propagation of HTTP status makes those tests brittle, narrow that coupling as part of the fix while preserving the chosen missing-list semantics.

The registry ships a revocations.json kill switch that nothing reads. Installs now fetch it from beside the registry (or OPENCLAUDE_SKILLS_REVOCATIONS_URL) and refuse a skill whose id, version, or sha256 matches an entry. A missing list revokes nothing; a malformed list fails the install.
Review follow-up: only a confirmed-absent revocation list (ENOENT or HTTP 404) is treated as empty; other read failures block the install. The list must be a JSON array and every entry is schema-checked (non-empty id/version strings, 64-hex sha256, at least an id or a digest). Adds tests for the OPENCLAUDE_SKILLS_REVOCATIONS_URL override, invalid entries, non-array lists, and unreadable lists.

…2187) fork port of upstream 0ea8eef (2 files / +639 lines): - src/cli/handlers/skillsInstall.ts: fetch revocations.json from registry beside the registry URL (or OPENCLAUDE_SKILLS_REVOCATIONS_URL override), refuse installs whose id/version/sha256 match an entry. Missing list revokes nothing; malformed list fails the install (fail-closed). - src/cli/handlers/skills.test.ts: tests for override, invalid entries, non-array lists, unreadable lists. 3way apply was clean — both files updated without conflict. Test status: 51 pass / 3 skip / 0 fail across 2 skills test files. The 3 skipped tests are KAIROS-related (pre-existing skip per 214ee3d base commit). Typecheck: 31 baseline errors unchanged (none related to this commit).
Summary
revocations.jsonis documented in DECISIONS.md as the registry's kill switch for compromised or withdrawn skill versions, andbuild-registry.ymlalready lists it as a trigger path, but nothing reads it today. This wires it intoopenclaude skills installfor registry-backed installs:revocations.json. AnOPENCLAUDE_SKILLS_REVOCATIONS_URLenv var overrides the location.idalone revokes all versions,id+versionrevokes one release, andsha256revokes exact content regardless of id. An entry must pin at least an id or a digest.reasonis surfaced in the refusal message. The entry shape follows DECISIONS.md ("keyed by skill id, version, and sha256"):
[{ "id": "gitlawb/ci-fix", "version": "0.1.0", "sha256": "<64 hex>", "reason": "compromised release" }]Impact
Registry-backed installs only. Direct URL and local-path installs are unchanged.
No new CLI flags, no change to

Notes
Load-time enforcement is the natural follow-up:
skill.jsonalready persistsid, version, andsha256next to each installed skill, soloadSkillsDir.tscould neutralize an already-installed revoked skill from a cached copy of the list without going to the network. Kept out of this PR to keep it reviewable.Summary by CodeRabbit
